I want to track tools, equipment, media, files, etc. to a specific person or entity, in and out of a central repository — much like a library keeps track of the books it loans.

All of my tracked items are checked out of a single location (e.g. warehouse or file room),

The items you're going to track need to be identified with labels and/or tags that will survive the environmental conditions they're subjected to. My items are typically stored and used in the following places (check all that apply):

Indoor, office-type environment with little or no exposure to moisture, abrasion, or extreme temperatures.
Indoor environment with some exposure to moisture, abrasion, or extreme temperatures.
Outdoor environment with regular exposure to moisture, abrasion, sunlight, and extreme temperatures.
I need item labels and/or tags that are virtually bulletproof (i.e. are in extreme conditions).

Check-in/out systems can use simple, inexpensive bar code scanners that are tethered to desktop PCs, or they can use mobile scanners to remotely record the issue and return of items.  I believe I'll need as many as (enter a number) tethered bar code scanners and up to mobile bar code scanners.
